The present invention discloses a device for dissipating mechanical energy of a wire when it is under lateral load comprises a rigid inner member having a central axial bore for the wire to pass through the bore; an elastomeric member surrounding the inner member; and a rigid outer member surrounding the elastomeric member, having means or attaching the device to a member of a frame.
